Otaaryliakkarnos, otherwise known as Elia, was one of the members of the draconic council formed by Protanther.
History
Tyranny of Dragons
Otaaryliakkarnos joined the discussions in what to do about the Cult of the Dragon when she, along with the other members of the council formed by Protanther, were summoned to the Nether Mountains. She opted to serve as the representative that journeyed to Waterdeep in order to meet with those gathered to discuss the next plans of the Queen's Rout, which is where she was introduced to the Spellforged—the band of adventurers that would speak to the metallic dragons on behalf of the Queen's Rout.
She offered to fly the Spellforged to the meeting place herself, however, they were attacked mid-flight by a raid of Cult of the Dragon members in the company of an adult black dragon and several fiends. The attack was able to be dispelled and the black dragon was killed and collected by the Spellforged.
