Volmer was a powerful bone devil who was serving as a representative of the Infernal Host in the capital city of Djerad Thymar.
History
Tyranny of Dragons
Volmer was present when Ourobori Jarkul plead his case to the Vanquisher as to why he was operating as an unsanctioned ambassador to the west, and was formally introduced to both him and the Spellforged as the ambassador from the Nine Hells that was present to ensure the service promised to Tymanther was honored. Intrigued by the colorful group, he eavesdropped on them after they left, which in turn earned the focus of Hostu Twinsmiles, who opted to pay him a visit to discuss the idea of becoming an outsider attuned to the Material Plane, much in the same way fiends were attuned to either the Abyss or the Hells. Volmer was intrigued by such a concept, as well as Hostu's research, and offered to send such notions up the ladder to Bel or Glasya to see if one of them could help her along—for a price, of course.
However, Volmer continued to pry—sending a succubus spy to try and weasel more information about the Ashmadai from Odd. Such a ploy was foiled by Nayiss Ourobori, who had been suspicious enough of the disguised succubus to tail Odd and intervene. The succubus was spared her life, but was sent back to Volmer as a warning. Hostu, upon hearing of the attempt, also returned to the bone devil with her own threat.
Volmer served as the representative of the Infernal Host that accompanied ambassador Ourobori Jarkul and the Spellforged to the peace discussions with the god-king Gilgeam in Unthalass. His primary role was to operate as field commander for the baatezu forces present, and fought actively when the negotiations turned violent.
He later arrived in Waterdeep to continue representing the interests of the Infernal Host in the fight against the Cult of the Dragon. The other members of the council knew of his true identity, though he was operating under the disguise of a human named Mordecai Volmer.
