Kirin Tor
The Kirin Tor, otherwise known as the Magus Senate of Dalaran, consists of a collection of the most powerful mages on Azeroth. The Kirin Tor is responsible for cataloging all known magic and artifacts, and also serves as a means of protection for the city-state where it is located.
History
Soon after the establishment of the city-state of Dalaran, the archmages of the city formed the Kirin Tor as a specialized sect that was ultimately charged with cataloging and research everything related to the arcane known to mankind at the time. However, it also ended up becoming the city's ruling power.
The Kirin Tor ultimately took the Violet Citadel as its headquarters, and a ruling council of six members was established. They came to meet in the Chamber of Air—a room with no visible walls—where they voted on issues that affected the city of Dalaran as a whole.
Organization
Council of Six
The Kirin Tor, as mentioned, has a ruling council of six archmagi that is referred to as the Council of Six. One of the members of the council is appointed as the leader of the Kirin Tor, and they are seen as the Kirin Tor's "true ruler" and the sect's public face, and the leader of both the city and all the territories controlled by Dalaran. The Council typically meets to discuss and vote on important matters. No single member holds sway, and the majority vote decides every issue. In the case of a tie, the members typically reconvene a day later after each member had time to consider his or her vote and all relevant information.

Other Members
Beneath the ruling council are the archmagi, who are ultimately assigned tasks as the council sees fit. They do not hold specific positions or responsibilities beyond the general loyalty to the Kirin Tor and the standing obligation to study new magic whenever it appears. However, some archmagi are given a specific task so often that they simply have assumed full responsibility for that position and take it on as their designated "job."
Magi make up the bulk of the membership of the Kirin Tor and typically answer to the archmages. Any archmage in the sect can give an order to a mage as long as the order still coincides with the organization's goals. However, as is with the archmagi, many mages settle into specific positions and tasks such as teaching low-level classes on the arcane and the like. The Council of Six or archmagi can interfere with these roles at any time, but rarely tend to do so unless there is a problem, or they need the mage to pursue a different task. Most magi are free to pursue their responsibilities and studies in whatever manner they choose as long as they stay within the guidelines of the organization.
Apprentices make up the lowest rank of the Kirin Tor, and they are not typically considered to be true members as their time is devoted extensively to their studies. Apprentices normally have a degree of magical talent, as the Kirin Tor is selective in who they accept into their ranks, but they ultimately spend several years training under the tutelage of more experienced Kirin Tor magi and archmagi until they graduate into the rank of a full mage.
